FMC cites concerns in Planning and Natural Environment Bills submission

FMC has now submitted on the Planning and Natural Environment Bills, which are set to replace the Resource Management Act.
We support key features of the proposed bills, including planning frameworks to guide environmental protection, water conservation orders, and mandatory limits/targets for air, biodiversity, water, and soil.
FMC strongly believes that cross-party support is critical to achieving lasting results that protect the natural environment. In our submission, we note concerns with the following:
- The natural environment being treated as an adjunct to the planning process. The natural environment is not an inexhaustible resource and should not be treated merely as an add-on to planning or as a tool in debates and litigation over resource use.
- Increasing ministerial control and diminishing public input, leading to decision-making that reduces the opportunities for oversight by local communities, environmental groups, and the public.
We have recommended several amendments to the proposed bills, including a statement of purpose that outlines clear goals and amendments to the definition of the natural environment and public access, to better reflect the physical processes that shape landscapes, habitats, and communities.
